"Words in private" help

It's my first playthrough of ES2 with Supremacy installed and am currently playing a singleplayer game with 5 computer opponents. The quest Words in private appeared and it lists unlocking of Behemoth technology as its reward but only four participants. Does this mean that the other two races in my game won't get to build behemoths? Any enlightenment is highly appreciated.

If I'm not mistaken, this just means that only the four factions that contribute *the most* to the quest will get a reward. Behemoths are unlocked for everybody.
