Bearing the above in mind, the mid tier strategics like antimatter and admantium are both good, along with the upper tier strategics like hyperium and orichium depending on what you are feeling / what is plentiful enough to use. I personally like to go the industry + food giving route (translates especially well if you like drawing games out to the point that you research the excess food into production building). Just dont expect to immediately make 50 different cities level up if you are using them due to their relative scarcity. They do provide very formidable upgrades for the cities you can do however.
I'd definitely go with Titanium for T1 and either Titanium or Adamantite for one of the T2s depending on availability. T3 should have either Orichalcix or Quadrinix or both depending on availability.
For the other slots it's really based on what you need.
Last game I was sitting on a pile of Transvine and held a bunch of lone gas giants with Antimatter and Quadrinix deposits. That made for unhappy miners so I used Transvine to make them happy. Happy miners = ships with big lasers so it evens out.
Previous game I had to build a big military early because I was sandwiched between Cravers and Lumeris who are both opportunists and will take turns to declare war on you. I had to use Hyperium to offset the upkeep early on.
In the worst situations I find Titanium is a very safe option because it gets obsolete for military use quite quickly and the industry and food help you mount a comeback once you get systems going. Hyperium is relevant throughout the game for the crit reduction and debuff on Improved Sync Lasers, and Dust Inflation + Science tapers off so I prefer to keep it as a military resource.
