"Words In Private"... Unlock 44 Military technologies??

Well there's one itty bitty problem... There are only 31 in there that can be researched before completing "Words In Private"...

I think all items that are categorized with the red military colored ring count towards the objective, not just the upper 'V' section ones.

There is also the techs you get from Quests. Exploration, trading( The Strategic resource ones) that count I beleive.

It's a competive quest. So researched military techs from all players count. The more players the more total military techs are required. Lower player number leads to lesser number of military techs to be researched. To sum up, you don't need to research 44 military techs on your own to trigger quest reward.

Does this mean if I research successfully Ubiquitous Surveillance and so have two other AI players, the count will be 3?

Yes. Once the nth (n=number of techs required) tech is researched, then each faction's individual researched techs are counted for the awards. Ties DO happen, by the way.
