How to Increase System Cap Llimit?

I am playing the Empire! I have 11/10 systems. Surprisingly, I still have 100% approval on ALL but 1 system, which is only a 97% approval! Overall, my empire wide approval is at Devoted.
Still, I don't want to start losing ground on my approval over my people cause I still want to expand!

How can I increase my System Capacity over my empire sonot to lose any approval if I continue to expand?? Their is ALOT of territory yet to discover, and even more so, much to Expand upon!!

Ideas? Thanks.
