If it has specific resources you need, say Quadrinx or a t3, yes, without question. Even if it's 1 planet with only 1 unit, you can easily bump that up to 7 or more depending on heroes and deeds.
If it has high industry-- Say a Burning Gas or a Lava, sure it can be useful to hang on to. Bump up the indy output and then convert it to science or dust. A single Lava at it's smallest, with proper pop slot bonuses, will get you around 1500 Industry to work with. That's usually enough for 3 small ships, 1 medium ship, or 700 dust per turn alone.
If the above doesn't apply....Question this;
* Can I make it into a useful trade base?
* Can I use it as a jumping off/hack point into enemy territory?
* Is it close to a system I do want?
If the answer is yes, then keep it, make use of it. Even the worst systems can be made to churn out dust profits or at least retrofit ships. There's literally no downside to hanging onto a system unless you're say 5 systems over the col cap, so long as you can make a profit or use out of it.
If the answer is no....Yeah, just dump it.
