Sudden Dust Loss -Trade related?

OK, I am new to Endless Space 2 but not new to the genre. I suddenly lost 12k dust during a turn. Is this a glitch or is there a way some other faction stole it? And if stealing is possible, how do you prevent it?

Update: Probably caused by wild trade fleet allocations - which I still don't understand.

If Penumbra is active, isn't there a Capitol hack that steals a lot of Dust?

Thanks guys for the help; but I may have figured it out. I probably clicked on the trade fleets without realizing how much dust it consumed. As to Penumbra - I only have the basic game without DLC.

Not entirely sure by what you mean by Wild Trade fleets but if you are referring to adding freighters to Trade Companies then that can indeed get very expensive very quickly. Worth in the long run though.
