How do you buy buildings/upgrades with dust?

There is a research buyout option with one of the techs in the economy tree which allows you to buyout systems with dust.

i think that is what you mean.

Yeah, it's in the right-hand quadrant, second tier, near the top of the tier, I think.

No idea what it's called, in fact I can only remember a few of the tech names despite playing four complete games now and working on the fifth.

Thanks guys. One last question. IS the fog or war supposed to look all jagged like? it looks really weird and low quality. I have the graphics maxed and have the system to max it

You mean the way it looks like shattered prism pieces? That's normal. It looks weird at first, but you'll realize it's just a style choice. The edges of it when uncovered should be smooth.

Yeah, it looks weird, like some missing texture or something.

Not a fan of that design choice. The other fog of war around it looks nice though.

This is the Upgrade in the Economy & Trade section that allows Buyout of items in the construction module.
Have a care using it.
Each time you do, it get's more expensive, until absurd price levels make it useless.
You'll need Dust to use it, the Galactic Commodities Exchange, right above it opens up the Market to exchange resources for Dust.
