However, there is a workaround and it's actually pretty easy with the Riftborn. You need to make a "prison" planet and send all the other pops there. Then chain gang them one at a time into your manpower pool. Your riftborn population doesn't grow naturally so you can make a full system without them.
Other tactic is to let an enemy to destroy the civilian ships that carry the other pops.

The unique tech in the tier 4 of empire development tree. It allows you to use industry to change other pops into horatios.

Pretty much this. It's how I do it, and requires no building of special prison planet (although that does sound kinda lore attractive).
Any pop you place in starport with destination flagged as red (system full), will still be sent/purged from that sending system.
Far as I can tell, the civ ships just sit there in space. It sort of but doesnt annoy me too much.
When I can though, since I'm out conquering anyways, another easy option is just send them to a planet you'll evacuate after the possession time goes by. Usually have 1-2 systems in some stage of conquering and the ones I dont keep I just use as nuke planets to purge pop with.
It would be far better if Amplitude just added a feature right into the population screen itself - to purge. Because finding all the pops can sometimes be a chore in large empire.
Kinda like the Horatio splice, this puirge feature ought to just delete whatever # of pop of given species you want, right from the population screen.
The only way to get rid of them is to send them to a prison planet or send a transport ship throw enemy territory.
This is why i like the Vodyani so much, because every time after a successful invasion all pop are purged automatically and the Vodyani pop take over the planet.
I really wish the devs can change the starting pop for the Rift Born or just not have a minor civ inside the starting home system.
