How do I raise a system's level?

I cant check it for sure but if I'm not mixing something up:
-You have to unlock 3rd level of economical tech tree.
-After doing so enter main screen and click coins (economic management i think) symbol.
-You will see picture with skyscrapper/buildings picture.
-Click it twice.
-You will enter system level upgrade designer.
-Choose luxury resources which will be used during upgrades.
-With each new level of eco-tech unlocked you will get access to new design.
-Designed upgrades should be buildable the same way other system improvements are.

I know that it is low quality clumsy guide but it should be enough to let you get hang of it.
I hope I didnt failed and you managed to understand mine guide.

No. its not in 3rd tier of economic.
Its only unlocking 3rd tier of economic. First system upgrade is availiable right when you unlock it.
You dont have to research anything.

Look at the dividers between the tiers. You will see the things that are unlocked when you research enough items on the previous tier ( remove the question marks ).

In the Economy quadrant one of the things unlocked is the ability to unlock the 2nd-4th systems level improvements.
