Fighters and Bombers questions

Do they count as weapon modules for the Diplomatic Immunity battle strategy? It is meant to give you 100% damage reduction if your ships have no weapon modules, so I was wondering about making fleets of nothing but carriers and spamming that card.

I've noticed some ships that cannot equip fighters or bombers can equip support modules for them. Does that means that those modules affect fighters in other ships within the same fleet, or is the fact we can equip those ships with them an error to begin with?

I am asking because Ive noticed adv. fighters do decent damage, and there's a lot of modules that give them support, and some can be equipped on ships that cannot carry fighters or bombers themselves, which is odd.
