Where is that brainwash button?

I just cant see it on my fleet, on leechers, on ark or in dialog with minor faction.
Where the heck is it?

is your repuation with the minor faction maxed? Not sure what else it could be :/

No, it wasnt.. It was green with quests available.. but not completely maxed out. Ok now I see I need max reputation. Thanks
