Report a translation problem
Best way, if declaring war isn't possible for some reason, is to research that system influence buyout technology and increase your border system's influence output enough to start the process of buyout out target systems with influence. The AI should get really angry at that and declare war.
Never encountered that problem.
If there isn't one, uh... I don't know what's the best way to deal with that as I haven't run into this problem that wasn't fixed by doing the above. Maybe a picture of the diplomacy screen and the default galaxy view screen could help
