1. Planets with certain LR provide certain boasts (dust, science, etc.) per population. For example, if you are Imperial and Industrialist, you want to find a planet that has Endless Foundries which provides +20 Happiness/+4 Industry per population.
2. System Development (SD) requires luxury resources. The SD is located in the Economy tab and there are 3 levels (level 2-4, all colonies start at level 1) which player need to research. The first requires 25 amount of 1 LR, next requires 75 of two LR, and final one is 3 LR (forgot amount require). Now, what LRs player use determine what boast the player will recieve once the player built it for a system (solar system). Therefore if a player uses Endless Foundries, the SD provides +50% Industry per System Level on System. For example, if it is use for a level 4 System than the player will recieve 150% boast to the system's industry production. However, since Endless Foundries boast is based on system development level, it is best to use either Jadonyx (+4 Industry per Pop) or Voidstones (+100 Industry) for the first two SD.
Note: A player cannot repeatedly use the same LR for each SD.
3. Population selection or basically favoring what type of population a player want. In order to do so, you have to click on the population list that is just right of the tab showing how many turns until you gain or lose a pop. Once you click on any of the pop type list, you will get a scene listing all the Population type you have and what LR which groups need to gain more chance to spawn.
4. LR is also important for Diplomacy with Major Factions. In singleplayer, it is kind of hard to determine what LR each AI major faction wants, since currently AI rarely contact players aside from declaring war. However, LR can have a major impact on multiplayer diplomacy, since players can communicate what each other wants/needs. In other words, if you want to weaken a player, you can attempt to monopolize all the LR the player want/needs. If you want a trade partner or a ally, you can give a player the LR he wants in exchange for what you want and vice versa.
When a system is on the verge of rebellion, go into the system detail screen and, on the left side, near the happiness display, there will be two buttons to either suppress the rebellion (costs manpower, reduces happiness, but the system can't go into open revolt) or to bribe the population with their preferred luxury item (costs a population-dependent amount of the resource and gives, IIRC, +20 happiness for 10 turns).
