Way to Stop "Auto-Forwarding" Notifications

I don't really know what to call this so i just said "auto-forwarding" of Notifications.

And what I mean by this is when you end a turn, and then the new turn starts, and you get that long list of notifications in a column on the right side of the screen. The first one opens up a window in the middle of the screen. If you close that window, or perhaps click on the "show location" button within it (if applicable), then the next notification automatically pop-up, covering up the last notification window, even if I was still investigating the circumstances of the last notification.

It is rather frustrating to keep having new notifications/issues/topics popping up in my face while I'm still researching the last one's circumstances. I don't want them to "auto-forward" like that, and I would rather manually click on them, in the column of them on the right side panel, when I'm ready to see them.

I looked through the settings and I haven't been able to identify what controls this, or if there even is a option to control this. There should be if there isn't...

When the notification pops up on the top right of the notification is a blue button/switch that you can click. When you click the button/switch it will then move to the left and be greyed out. This then make it not pop up and only appears as a notification on the right side of the screen untill you select them to pop up.

Yeah, I obviously saw all of those, but I didn't realize that is what it meant. I thought if those were left unchecked then I simply would not be notified of those things happening at all.

I was looking for a single setting that would stop all pop ups from automatically opening at the start of a new turn, but keep loading the notifications along the right hand column like they do. Now I realize by unchecking all those things individually, that they will still load and be available for me to open, but they won't open automatically.
