I picked the one where you have to terraform that one planet to jungle or monsoon and the reward allowed me to terraform hot planets straight to forest. From the description I'm guessing the other option allows you to do the same with cold planets.

I was talking about the science and the thumbs up choice. Harmony of the Heart. It doensnt have any info of what it does.

It has something to do with happiness, but it doesn't say what it exactly does.
