they do not lock/unlock any buildings. there are no cons (other then the build time and maintenance cost if they even have that)
you can pretty much choose what you want with them:
-optimize overall output by using science on cold, industry on hot, etc
-get as much of 1 type as you can, i often do this for food with new systems.
-it's nice for emergencies for example if you have a dust or influence deficit.
P.S. the food 1 is way to high up the tech tree to be usefull.
