I think you have seriously misread my post.
Perhaps the systems have been set to prioritize something *other* than food?
Are there so many new colonies being formed, that all available food is in transit to the new colonies?
Also in the system view beside the dust icon is a building icon. Click that and it will show all buildings that have been built. That might also show something
The end-game conversion tech was not researched,
but some of my systems with max pop had been converting excess food to ind.

It is due to Sleeper(s) in your system because the system got hacked.
You need to activate Sleeper Reintegration under Domestic Surveillance or some other way to get rid of Sleepers.
