In general you cant completely negate the penality from owning too many system but with enough approval buildings and laws you can weaken it. In one of my last games i was 15 planets over the limit and still at 95% approval empire wide.
Also, dont be too distressed if the approval falls a bit, up until 40% the people are still "content".
You also can give up older, less profitable systems later that you colonized at the beginning when the selection of worlds was small due to missing techs.
Aproval is really easy to manage so that trait is far from OP, almost all the empire have some form of rediculously strong aproval generator. Unfallen guardian pretty much ensure that you'll never leave 100% aproval.
Thank you for your answers and your comments. It helps me a lot to understand what I have to do.
But if I understand what you said, in this game, it's not a good thing to colonize all the planets of the galaxy. I intended to colonize all the planets one after the other and develop my empire in this way to conquer the galaxy.
