Anyone know what this icon means? Evidently dark glitter gives me +200 capacity of a person holding a ball. I've tried mousing over it and it doesn't tell me what it is, and I can't find it in any of the regular game menus. I tried googling it and googling dark glitter but nothing comes up...

System manpower. More defensive troops during invasion.

Its stand for "manpower". You have the same symbol on your system screens at the upper left.
So it gives +200 maximum manpower reserve for the system that has it.

Ah thanks for the help. It was a bit confusing because the icon when you add dark glitter shows the 3 man icon for manpower (Invading only? Empire manpower?) but then the effects icon is a man with a circle (Defensive only? System manpower?).

The 3 people is global manpower generation, the 1 person with a big ball and two little balls (the balls are planets) is system manpower capacity, then there's the person with the ship for ship manpower capacity. The game mixes them up in a few situations which can be confusing. IE Hissho pops show the 3 people symbol for global manpower generation, but actually only add system manpower capacity. Glitter should only be showing the system manpower capacity as that's what it adds to.
