Went over all troubleshooting steps and no solution worked.
then I tied on launcher " -no video "command
Now the game starts fine, so what am I missing at this point that prevented game from starting, was it important, can I play like this?

Looks like you're not forcing your Nvidia card via the Nvidia Control Panel
Did you force it explicitly for ES2?
Go to
steam\steamapps\common\endless space\components\directx\dxsetup.exe
Also install the latest Nvidia driers are well

Updated driver to latest from NVidia
Run dxsetup.exe from: steam\steamapps\common\Endless Space 2\_common redist\directx\June 2010\DXSETUP.exe
I could not find other places linked with ES2 for running dxsetup.
No specific action about forcing anything for ES2.
Issue remains.
your issue is a directx problem which means its a driver issue of some kind. I would do a clean uninstlall of the Nvidia drivesr
By starting Endless Legend or Endless Space 2, I got that sound in background, but no screeen issue. Endless screen was minimized to a really small rectangular grey box with the name of the game to the top left. Nothing happened when clicking that box.
Past rolling back to a previous Windows 10 version, it was fixed. Note, it happened on my Laptop, only. Other pc was working like expected.

Still cannot start the game...
Those d3d errors really point to some kind of driver problem. Try updating your intel drivers from www.intel.com
