Hyperium not mined off of planet

I have a planet with both hyperium and titanium resources available. I have both researches to get the resources, yet only the titanium is collected, the game just ignores that the hyperium exists. Is this a balance thing that you can only get one strategic resource off of a planet, or is this a bug? EDIT: I am playing as the defualt United Empire.

A bug. Are you playing a custom faction? Glancing at the bug report section of the official forums it looks like custom factions are having issues mining certain resources.

No, I'm playing on the default United Empire faction. I tried playing a custom faction and had some issues with not being able to create fleets, so I decided to wait out the next patch.
