Orrrrr perhaps they want to allow newer players to get it.
It's not the first time they have done this and it will not be the last.
Be glad they are running it for those newer players.
ofc if its something they not own like fall guys i can understand why it cant be all the time in the game but in the other hand the monster hunter collab was never removed from the game too so i don't get why we need reruns in the first place.
Currently a new player that joined last year in July. Always wanted this mount once I saw my friend that introduced me into the game whip it out but figured it was impossible (like the Black Fat Chocobo) but I'm extra happy that they're rerunning the event. On that same note to the first guy.. Genshin Impact is and will always be a GACHA game. If you played ANY OTHER MMOS than FF14 you'd see that reruns of events are actually quite common and done so with the intent of giving new players a chance to experience what they missed. The reason why Genshin never does reruns or rarely is because of the different practices and FOMO that comes with its game. FF14 however as an MMO can rerun events all they want (though most of the time there's differences on returning ones like seasonal events) but in the case of a specific collab/event that isn't seasonal it makes sense that its pretty much the same as before. Literally just a chance for new players to experience it.
I'd imagine the same will happen when the Fall Guy event returns too which is another example.
The quest that unlocks it starts at lvl 15 when you do enough main story to "get out of starting city to other cities".

Weekly challenges are unlocked with "Rising to the Challenge @ Limsa Lominsa Upper Decks (x11,y10)" at level 15. Super important for gil, exp and currencies.
One of the "tutorial" challenges had sort of "boss fight", you can just spam that. One good minion is Wolf pup. Spam those, zerg boss. Boss AI confused, win.
Earn 100 MGP from them: 1500 mgp. Just doing 3 mini-games also give you 1000 mgp reward.
If you do ALL mgp weeklies you can get 70,000 per week. But few of them are bit pain like "Participate in 2 Doman Mahjong player battle matches" (can take over hour per match) and "Enter 20 chocobo races." (1-3 min per match depending on your chocobo speed)
Note: You can sell the spare Triple-Triad cards for MGP by talking to the Triple Triad NPC in the Gold Saucer (X:4, Y:7)
