People begged for a server for that area, and when one opened up people realised they were already established on other servers, so they mostly stayed where the people are.
There's a dungeon queue in the game called roulette where it gives you a completely random dungeon you've unlocked and are the appropriate level for.
I don't think he meant that. He simply sees nobody going around the world. To even unlock dungeon you need to first travel a bit. Seeing nobody is definitely discouraging.
I agree with the first comment. Server is probably dead, many wanted it but didn't want to move and leave friends behind. Is the first reason. Another is that we are at the end of the life of expansion. Many players just dropped it and will come back when new expansion drops in 4-6 months.
Is server really really dead ? No, they probably play, just not in the zones you are. My server on the other hand is always busy, no matter what time I always see players minding their own business.
Just unlucky, oceanic servers opened after Endwalker released, due to covid shenanigans... Those that wanted to play it back then, had to pick other servers. Oceanic will become alive sooner or later, expansions always bring people and hopefully. Your server will have players. Dynamis apparently also is in the same state. Since owning alts is not required to fully experience game, people simply don't want to move or even try different servers.
All three starter cities are major hubs of activity in nearly every server. This is a server population issue related to geography not a game wide population issue. I'd suggest trying West Coast of the United States, like Exodus server. I have an Oceania friend and she connects to that server just fine, she's been playing FF14 religiously for years (even before me!)

There's AI for most of it. Couple of them there don't have it yet, but you shouldn't have difficulty getting groups. If you do wind up having difficulty getting content done, if all else fails come back here and seek advice, we'll tell you how to get 'er done.
Anyway. You are still long before that happens. 50-100h of gameplay I assume
Yep. Duty support its called. It supports all Main Story Dungeons and Trials. Once you reach/unlock first dungeon a pop up window tutorial should show up. They nearly covered all MSQ duties, only ones left are the ones requiring (just a few across the free trial)8 players and 3 Alliance Raids (24 players per raid).
As said earlier, you are most likely 50-100h from that point. And as Sunny said if you gonna struggle with queue times, come back and someone might give you a hand if you can't find anyone there.
