The better question is what data center is better for your schedule? The peak activity times differ vastly between NA and EU servers. Even the busiest servers are going to come off as dead if you try to queue when the vast majority of players aren't online and are asleep.
Like even among dungeons there are those that are story required and those that are optional content. The story required ones tend to pop faster because everyone is forced to do them at some point, while a lot of newer players end up missing and/or skipping optional ones.
I'd say as a general average a DPS queue is around 10-15 minutes. It can be as short as only a few minutes if you are doing relevant, required content but as long as +30 minutes if you are doing some either old or obscure. Tanks and Healers on average have queues for most any content that is less than 5 minutes long seeing as fewer players play them, so they are always more in demand.
The nice thing is there are always other things to do while you wait. You can level a crafter or gatherer, go play some mini-games in the Gold Saucer, chat up some people in your Free Company, etc.. The people who act like a several minute long queue as being a dealbreaker baffle me. It's not as though you are forced to sit there, staring at the counter ticking second by second with nothing to do.
It's not really a dealbreaker for me to wait in queue, I've wondered if NA queues are shorter because I've seen A LOT more people on NA DCs and I kinda get the same ping in both regions so I was considering transferring to NA but it seems its the same, for the queue times at least.
You can do anything with any class while you're waiting.
Yeah. So long as you don't try to do any other instanced content while already in a queue, you are free to do as you please on any class.
Your primary concern should be how much lag you're going to have to deal with in your choice of data center region. After a certain point, high level play becomes impossible due to ping.
