You would need to purchase the complete edition, (I recommend waiting until after DT drops to get the most value for your money) and then register that key under your existing mogstation account, and then purchase game time.
If you are 90 everything, or 90 something, doesn’t matter, and you have PS4 EW complete edition, and buy the PC/Steam starter edition, when you play on PC you will be locked out of anything that is SHB+, as only STB content is included in the base version.
You can register the PC version on your existing mogstation account and have all progress, you would just need to buy the game edition again.
So you either buy PC/Steam starter and can only do up to, but not including SHB, EW or DT.
Buy the EW complete now for 60, and have to spend 40 on DT,
Or Buy DT complete when it launches.
