Is there PKing in this game?
I hope so. If you can how does the system/mechanic work? Are there any penalties?

Nope. The only PvP is in well, the PvP section of the game. This isn't WoW or another game where factions are pitted against one another, it's an alliance of free people who enlist in several Grand Companies for battle. The PvP itself is considered a friendly training excersize.

Frontlines isn't considered a friendly training excersize. they are fighting to control the carteneu flats
The lore
"While many will remember the Calamity for the destruction it wrought upon the realm of Eorzea, that destruction was not without its blessings─one of those being the uncovering of ancient Allagan ruins hidden underneath the war-scarred Carteneau Flats and heretofore unseen for several Astral Eras. When an attempt by the Grand Companies of Eorzea to determine the control of these ruins, and more importantly the secrets they contain, through peaceful negotiations ended in failure, the city-states instead elected to solve the issue of dominion using a form of civilized warfare dubbed Frontline."

I'd PK all those bots that spam friend requests or speedhacking karakuls.

Nope, FFXIV is a friendly lore-based PVE if you want to spot foes and kill them FFXIV ain't your kind of game however you can find a PVP arena when you reaching LV50.

it can be fun but has really long wait times nobody really does either.

A lot of my server (Famfrit) does Wolf's Den quite often and the wait time varies on the time of day
