Also I know about FC and linkshells i have played FFXI the issue I see with this game is that for a new player it will appear barren soical wise and a very closed community. As no one is willing to chat in the open about anything or LFG they rather do it in FC (private channel) or linkshell.
A new player will not be invited into these channels or know about any to get into them so he will be stuck in the general chat which no one takes on. Hoping that in one of the duty finder dungeons he does he might meet someone on his server that might let him in the chat.
Atleast in FFXI you had a mentor system that allowed you to ask a verteran in game a question and hopefully he might have introudced you to some other players.
Not say FF a bad game but it's a very closed community if everyone sticks into there own private chats
There is slightly more banter / yo mama jokes / etc on the NA/EU servers... but otherwise most /shouts are <t> <pos> or in certain areas, advertising a PF / non-CF/DF event.

As for stupid jokes via /shouts in MMOs... pretty much every one I've played except FFXI/FFXIV. I think the community is a bit quieter. The only time it was different was when FF14 launched ... or it was RMT / gold farmers.

I do see your point about it being rather barren or quiet. Quite different from say, Neverwinter or ESO. I kinda prefer it that way though. If folks start chatting in general chat, I'll /blist 'em. I've got 9 channels to monitor...
Perhaps it's the server you're on. On Balmung in town, there's always someone 'talking' but on Aegis, almost noone unless an event just started.
Plus it's also kinda rare to actually meet someone from your server in the Duty Finder. The /whois function is also not that newbie-friendly and player levels are mostly 50 or 'soon to be 50'. Queue times for non-tank/healers are getting longer and longer.
You'll find more chatter in the 35+ zones, but even so, as mentioned a lot of folks keep it to their own channels, largely just because they dont really have much to say to strangers. Lomina seems to have more people chatting generally while they craft or wait for queues.
As far as mentoring goes, dont be afraid to ask - just the other day I had someone ask me a random quetion about why my low level class had a mount fighting with him and ended up chatting for a good 20m about the multiclass system, mounts and how to use a mount in combat.
Only very rarely is it possible to get some banter started in mor dhona but even then most of the FF14 nerds are extremely precious and get upset. "Blacklist!!! BL BL reported" is pretty much the most common thing to see in /shout
Not sure what the population is like on Cerberus but on every other EU server if you insult the French you'll suddenly see the chat filled with angry defensive frenchies rofl
