This might help you find another server.Seen it posted a couple times when questions like these come up,can't vouch for how accurate it is though.according to site Jenova is second lowest population across all worlds. ( I play on Lamia, and if the site is accurate that would make it the 4th most populated in NA datacenter, i had no idea lol) Even then i can say that the starting zone's aren't packed at any given time, except when there are hunting parties roaming around (it's an endgame kind of thing) and then you'll see huge groups march across maps and it's kind of funny.
Seems like you just picked the least populated NA server.if you choose to switch world and choose to start over on Lamia, i'd be willing to help you out as you get settled. I think this is a great game and you shouldn't let that rough start make you give up before you've even really started.
fyi: just having a lot of ppl doesnt mean it will feel "full", i suggest finding an active and talkive free company (FFXIV version of guild)..it will help a lot
xivsoul.com uses Lodestone data to guess at the probable population. Like in your other thread, actual daily active players vs current subscribers. So xivsoul is showing you the 'active' subs.
Try this:
http://luckybancho.ldblog.jp/wsurvey_en.htm?world=Jenova
It's a bit more accurate but like all Lodestone data, if it says 10k players... you're not going to see all 10k players online. 10k = number of people who log in every so often. Plus this survey is only up to date up to May - August, depending on the server.
If you want to see more players you can try the 'Legacy' servers. Being older and populated with 'pre day 1' players..., and pick servers that tend to be active during your play time. If you're in California and play around 6am... you should try a server in the JPN datacenter (if you don't read/write/speak japanese well, pick a server with a higher % of english speakers).
