Go to "My Documents/My Games/FFXIV ARR" and look for "FFXIV_BOOT.cfg", edit the file using something like Notepad. Change the contents to what you see below.
*don't worry about the version / language or region. You just want to get it to launch. Language 1 = english btw.

Steps:
1.Navigate to C:\Users\"YOUR ACCOUNT"\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn and open the FFXIV_BOOT.cfg file with Notepad. Change the contents to this (I deleted the extra spaces between the words and numbers, not sure if that makes a difference):

2.Navigate to C:\Users\"YOUR ACCOUNT"\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn\downloads\ffxivpatch and then delete all the contents in this folder.
3.(I hide game folders in My Documents to reduce the clutter, you might not need to do this step.) Find the "My Games" folder in C:\Users\"YOUR ACCOUNT"\Documents and Right-Click the folder > Properties > Uncheck Hidden > Apply changes to this folder, subfolders, and files.
4.Restart your computer and launch the updater -- hopefully this works for you!
You might look into junction links instead of hidden files. These also have the advantage of allowing you to 'move' files. Run 'mklink' in a DOS window to see the options. I know of just one game that has a problem with junction points/links.

I was referring to steps 2, 3 and 4. Those are actually a bit vital to the fix for most people.
The deleting the folder as you now explained and restarting the computer. So the registry checks itself.
Go to Start > Run (or for Win 8/10 right-click start and click Run) and type:
winver.exe
If your version includes "N" or "KN" (e.g. Windows 10 N), the problem is likely that you don't have Media Player installed. Those versions didn't ship with it and it is a requirement for FFXIV apparently. You can download it here:

If you aren't version N or KN, you might still try uninstalling and reinstalling the WMP feature anyways:
