Just use the OTP and this should stop happening. I'm sure they aren't doing this to pester you into using the OTP. Very, totally, extremely sure.

If your IP address keeps changing, SE will assume that you are a) have a dynamic IP address (like most consumers) or b) some hacker is trying to guess your account password.
Of course it's b) some hacker is trying to get into your account!
Unless of course, you're using the OTP. It's very, very difficult to duplicate the somewhat random 6 digit that the OTP uses. It changes every few minutes and is unique to your particular OTP device. So IF you use the OTP... SE will assume that it's always a) because only the NSA has access to your OTP device.
Note that actually getting a fixed IP does not stop SE from assuming you're actually a hacker. You just get asked to verify your bona fides less often. Typically once during the first week, then another time the next month then again every few months or so. Use an OTP and you never get asked even once.
PS BT does do fixed IP addresses, for commercial users (i.e. pay a lot more for the same thing). SInce you have Infinity, you're on fibre and the 'business' version costs a few quid more (i.e. 18 for unlimited with Infinity? It's 32/40 for the business version - fixed IP/etc) - Is BT still using that stupid '99.99%' reliable tag? 99.99% = We lose 1 KB out of every 1MB you download/upload.
