hey im new here to the steam discussion ive been recently playing 14 and dont have anyone to really play with. i was seeing if anyone would like to play and talk with a new person for 14 hopefully not to hard to ask for thanks and have a good day

Sure, but what server are you on? And even if you can't play, feel free to ask questions! There's also the Novice Network ingame that you can use to ask Mentors things, but it's honestly hit or miss. And heck, you can even walk up to random people ingame or during a Dungeon run and ask them to friend you, or ask questions. It's a very friendly community overall. I had a friend who told a random cat girl he liked her outfit and she just gave it to him haha

There's not really a need. The game will match you up with randoms for dungeons. If you do harder content like extreme and savage you'll be looking for groups in the party finder, meeting people, and probably eventually joining a static that way.

You also can't add people that are offline to your friend list so it's kinda hard to get connected to strangers through something like the steam forums.

You could join a free company in the game and try talking in it to meet some other noobies. Just give a shout to the FC every time you begin your daily roulette and ask if anyone wants to join. That's a good way to meet some people and see if you vibe with them as you play.
I recommend joining the novice network chat. Should be a prompt that comes up every once in a while or you can ask for an invite in the city. That's not terribly helpful in itself but it can be nice to have something social happening in the background, and its usually a pretty tame chat.

You could try starting a free company with other new players, and that might give you a good cohort to play through the game with. But you really have to put yourself out there to make friends with new players, as they're typically not social unless you're materially helping them. MMOs are like that. But if you look for people, they're out there. Kind of distantly, try out some vanilla RP (that is, not stuff marked NSFW/18+. but NSFW rpers are also pretty chill. and sometimes 18+ just means they don't want annoying kids hanging around) and its a lot easier to make friends with RPers. Sometimes they'll help you out in the regular game, too.
