Since you already have the game, do you know what 'region' the game is from? i.e. if you bought it with a Steam account that's region-locked to Germany, than the game version Steam shoud've sold you is 'EU'. You definitely want to pick 'EU' as your region / country of residence.

If you've had this SE account for a while (FM? FFXI?), then you must not have logged in since 2010! If you had, you'll get this message and it directs you to choose your country of residence (they make you select NA/EU/JPN, then you get to choose a country).

Your country of residence (i.e. NA / EU / JP) determines the currency your payments will be in. This doesn't meant you need to have a credit card/etc from that region (though it helps). For example, a NA player may have an EU account / EU game and pays in euros. She can use a NA credit card... although the reverse is more frequent (USD payments being cheaper usually).
