I'm running windows 8 and everything's updated. An idea that occurred to me last night was maybe Steam itself doesn't have all the necessary files for the game. Maybe downloading from the game website itself might solve the issue? Doing that though would require you to pay again if im not mistaken.
If you are unable to perform a version update successfully after activating the game client, there is a possibility of a transmission issue.
Please try these steps to see if they resolve the issue.
1)Restart communication equipment
Turn off the power of your communication equipment for 30 minutes to an hour.
Unnecessary data accumulated on the equipment will be initialized, possibly allowing for smoother transmission.
2)Update firmware of communication equipment
Update your "firmware," the program running your communication equipment.
If firmware is outdated, your communication equipment may not function properly, so please update your firmware before trying the version update again.
*Consult with the help manual when updating firmware. Also, even if your firmware is up to date, rewriting it may improve the situation.
3)Check settings for security programs and firewalls
There is a possibility that security programs and firewalls are interfering with files related to the game. Please remove these functions for files related to "FFXIV: ARR" before trying the version update again.
4)Check security services of your internet provider
Depending on your internet provider or service plan, there may be security services included.
Please confirm that these security services permit online gaming.
5)Because other applications may interfere with your installation, close any running apps
The following steps can be followed in msconfig to stop all apps
1. If using Windows7, enter this character string in the search field near the bottom of the start menu
"msconfig"
2. "System Configuration" will be activated.
Select the "General" tab and under the "Startup Selection" category, select "Select startup options"
3. Remove the check from the "Load startup categories" box and press the "Apply" button
4. Upon clicking the "OK" button you will be prompted to restart your computer.
Windows will be started with the minimum amount of applications running, so please try your download
*Please follow the above instructions at your own risk. Settings will have to be set back to normal after the download.
6)Remove routers
In order to diagnose the issue, remove routers and hubs temporarily.
*This may change your connection to a broadband connection. Please consult with your provider for connection settings.
7)Check router settings
Check the settings of security functions (such as SPI) for your router.
Also, use a port that can be used for the game.
*For details, please consult with the manufacturer of your router.

You see this error message when the server's down (maintenance) or you can't connect to the patcher/whatever. Lots of bloatware out there, some might conflict with the game too.
Aside from the above... how about flushing your DNS (ipconfig/flushdns in a command prompt)

If you can't get to those sites, that's a big problem right there.
open your task-manager/processes/show processes from all users. the malware on my computer wasnt running under my user, if i remember it was actually running under system. look around for something suspicious, google it, and if thats it before you end the process right click on it and open the file location. then end the process, and delete the files.
dont know if youll need a reboot or not after, i ran ccleaner on my registry and restarted. after that it booted up fine.
the adware i had was called something like savingsbull.
Then i realized what day it was, its time to renew my ♥♥♥♥♥♥♥ subscription, yup all the ♥♥♥♥♥♥♥♥♥, the reinstalls, ♥♥♥♥♥♥♥ with router and ip settings, "its a setting in IE11", delete this folder, all of which did jack but piss me off more and it was my ♥♥♥♥♥♥♥ sub had run out all along.
As soon as that was pain everything works perfectly again, why the hell they cant just say that? ♥♥♥♥ if I know. ♥♥♥♥ you SE ♥♥♥♥ you!
I wouldn't recommend that, steam was my second time paying for it because when I used the main website, it took my money without giving me a digital download key or a confirmation email
I have bought the game from the original website and the booting error still pops up -Mr. Gnome
1st - I tried to start the launcher and it gave me Boot Error
i tried , and triend and nothing , so i tied another thing
2nd - At laucher icon(pic) right bottom and chose "FILE LOCATION" when u inside the folder , double click in "ffxivboot" and wait with open folder , Its works for me , maybe it sound stupid but im playing , so u cant try , maybe it will help u !
