Theres nothing wrong with your laptop and theres nothing wrong with the game. It's called Latency... Get used to it wilth MMORPG's
What it actually does was, on your screen you have dodged the skill right before 0.5sec it blow, if you had 400+ping, it still tells that to the server that you have dodged it.
(you should know that 400+ ping people have to dodge everything that is before 2-3 sec to able to really call that dodged in those normal online games)
This is the only very small possible chance of latency issue will happen if your internet is unstable, which causing you having over 1000+ ping, your skills cast time may get a bit glitched out.
Download Speccy and install it.
After that when you play FFXIV and you get really low FPS in FFXIV then press Alt + Tab to get back to the desktop (Just remember not to turn game off at this point) and start the Speccy software and check the your CPU and GPU temperatures.

PD: if i restart the game the temperature its the same but the frame-rate is smooth...
is 66 your CPU or GPU temps? 66 is slightly warm for a CPU but pretty cool for a GPU. Regardless those temps will not be the cause of your issues. What power plan are you using? Are you locking the frames to 30\60\or unlimited in the settings?
It could be that your GPU is throttling because of Heat. I have a GTX 690 and it certainly gives my card a good working out... Next time it happens, rather than restarting, ALT + TAB to desktop, and give your GPU 10 mins to cool down, if it's working fine when you jump back into the game... You know what it is..
You may also want to try http://event.msi.com/vga/afterburner/download.htm , It's a great tool for monitoring your GPU.
What GPU temperatures Speccy shows while you get the FPS drop in FFXIV?
If it does show over 100-110c then it's sign of overheating.
