Steam vs normal PC version
Hello. I own the game on PC with all expansions, but not the Steam version.

Theoretically, if I were to buy the starter edition and use my regular FF14 account, would I still have access to the expansions while using the Steam version?

I know this sounds like this wouldn't make sense in general and would just be a waste of money, but I'm curious to know if there's a technical limitation behind this, or if it would technically work.

You can't mix any PC version.

No Steam Version and Squares seperate PC version are complete seperate versions.
They are considered 2 separate versions and can not be mix matched, so you can't own base game on PC and buy expansions through Steam as they can't be linked together.

You also can't copy data or characters between versions.

Hopefully I will be able to play the regular version on the Steam Deck when it releases. Otherwise, oh well, I'm probably not going to buy the game twice, especially if my character can't carry over :O
That's neat. I would've assumed that all the accounts would be stored on the same server.
Are Steam and non-Steam players able to play together on the same in-game server?

yes the steam and pc client might be separate things but they connect to the same servers just like console.
I have a non-steam FFXIV account played on that for years then bought a FFXIV copy * I still have to buy xpacks on the square store * on steam and I can still login to that client with my non-steam account. You just have to use steamedit and remove the "issteam" from the arguments and you're good.

And to answer your other question you can still access everything by only buying the base game on steam. I only bought the base copy on steam and I can still access all my content no issue.

Now in regards to the changes coming next month I have NO IDEA if this will still work at all or not.
I'm not sure if the steam deck will allow you to play non-steam games. I know there was a lot of talk about how it was "customizable" but I dunno if that will extend to being able to install and play games on it that aren't downloaded through the steam store. That's something we'll have to wait and find out when it's finally released I guess.

If anything I guess you could try modding it but who knows how easy/difficult that'll be.

You sure could install windows 10 to that device and play without steam in case SteamOS dont allow other games, but I really dont see why it wouldnt.

If the game supports Linux then you're able to. And if that's not the case you can install windows 10 or 11 on it and play whatever you want. So if you're desperate you can play FF14 regardless

Game(s) themselves does not need to support linux in order to be playable. Support from protons side is enough.
