The download is very small and if it fixes your problem... good. If it doesn't (and it's about 90% it won't) then open Windows Explorer and go to where your Steam games are installed.
Look for a DirectX "commonRedist" or "Redist". Most games will come with the setup files for DirectX 9, just run that setup instead.

Have you tried going back to using the DX9 option for FF14? You have set it up to use DX11, so try and see if DX9 is working.
ive tried running it with dx9 and dx11 , neither of them work

Just to be sure, DXdiag (WIN+R, type in "dxdiag" and run that) tells you that you have DX 11.2? Your Surface has the latest drivers? [http://www.microsoft.com/surface/en-us/support/performance-and-maintenance/install-software-updates-for-surface]
I don't have a Surface 3 to test but I have similar Intel 4400 GPU equipped 'tablet' that can run FF14.

Before going further and potentially corrupting something else, have you done a System Restore? Just pick the latest one / go back until this problem goes away (by defauly System Restore won't backup/affect FF14).

No? Ok, grasping at straws but let's assume it's FF14's fault... reset all your config settings to 'default'. Best way to do this is go to "\My Documents\My Games\FINAL FANTASY XIV - A Realm Reborn" and delete two files, FFXIV.cfg and FFXIV_Boot.cfg (better yet, just rename then), restart your PC and try to run the game.

This way edits your Registry to say you have a really old version of Direct X, hopefully allowing your Windows to then do a Windows Update / search for / install DX 11.2

Regedit : HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DirectX
Look for 'Version' and it will show "4.09.00.0904", edit that to say "4.08.00.0904"
(if you see the line right above Version, it'll show a bunch of zeroes and 9).
Note that even though you are on DX11.2, you should still see 4.09 and '9'. Setting it to '8' should allow you to use the DX Webinstaller.
This is a bit risky, so back up the registry first.
game is still not working (tried both dx versions)
my dxdiag tells me that i have DX version 11. i googled it and its supposed to show me that i have version 11, eventho i have 11.2
Also , how come this is the only game (out of 10) which struggles with directx.
also ive checked all the threads about this issue from google and none have helped
