Sadly, a Japanese-only (but translated) developer interview with Game Watch since Shadowbringers released[forum.square-enix.com] said they've put any quests with him on hold for Shadowbringers, finding his quests have become too predictable and one-note, rather doubling their efforts up in other parts of the game. They left the ending of the Stormblood quests open-ended so they can bring him back however they want, not taking it up in this absolute perfect scenario for it.

HOWEVER, WITH MASSIVE MSQ SPOILERS FOR 5.3: you can find him in the 5.3 dungeon (The Heroes' Gauntlet) as one of the many Warriors of Light from other worlds summoned against you but not engaging with you. He has a chance to appear towards the end before the lowering drawbridge and castle, off on the right side, looking around and wondering where he is.
