Does the Mog Station show that you HW? If so you shoudl be able to access the HW content once it has downloaded.
Quick check, load the game and create a new character and see if you have the Au Ru race available. If you do then you are good to go.
Also about the teleporting to the new areas. You have to complete the main storyline for ARR and continue the main story line until you get the quest to enter Ishgard. Once there you can attune yourself to the Atheryte crystal to teleport there.

Open the Launcher.
Click options.
Under "install expansion" turn the slider to on.
Let it download.

(I started a tinypic account just to show what I see when I open Steam). I looked all over for "options" and cannot find it, much less where "Install expansion" is. I'm sorry, I just started on Steam a week ago and am still trying to figure it out. I'm appreciative for everyone's help in this.
Steam is not the Launcher.
The Launcher is what loads after you press "Play" on Steam. It's where you log in. You'll find an options tab (little gear icon) on there before you log in. That's where you set the download.
If you're ever looking at Steam and using it to guage how your FFXIV install is working, you're already doing it wrong.
(For that matter, never ever ever use "Verify Game Cache / Files" in Steam with this game unless you really want to redownload the entire game twice.)
