You can transfer to a different world if you pay $18. Go to the Mog Station and look for the Optional Services tab.
I've also seen someone named Smirnoff Ice and other Americanish names. Most people don't talk on the server. I know there's Japanese players, just wondering if there's any sort of balance. Also, the server has an Excellent connection speed. Kinda weird for a server based solely in Japan since I live in Southeast USA.
All servers are available to all players (assuming the usual character creation restrictions and also the upcoming new servers in the PRC). The recommendation is based more on geo-location (which is usually relevant to your network connection to the servers).
When they put 'Recommended for Japanese Players', they should've used 'Recommended for Oceania / SEA / ANZAC' players or better yet, 'Server in Tokyo'.
Lots of players from all across the world play in 'Japanese' servers. My LS alone has 2 'NAs' and lot of other english speakers.

Japanese servers = servers located in Tokyo
NA/EU servers = servers located in Montreal (that's in Canada and yes, BOTH North American AND European servers are there)
World Transfer Service is available (pay one fee, transfer some/ALL characters from one 'world' to another. Basically pay per 'world transfer', you can look this up at their website or in the Mogstation) but I'd hang around where you are for a few hours before deciding to give Elemental DC the heave-ho.

If you see the above, 'Tonberry' is an 'english' (unofficially) server for those unlucky enough to be stuck in the west pacific (and further west). If you're located in a place like New York, New York, you might want to pick a Datacenter in Montreal (NA/EU)
arrstatus.com is a good place to start. You can also find an active Free Company (guild) first, then transfer to their world.
