Report a translation problem
The retail version is not compatible with the Steam version.
I have the FF:ARR steam version but i bought the HW key from a keyseller.
Hope my writings are right, my english isnt the best.

edit: but first i bought the retail version of FF:ARR then after a few months i bought the steam version, maybe thats the reason why my HW and the Steam version works together.
If you bought FF14 ARR on Steam then you MUST buy the expansion HW on Steam too. The retail version is not compatible with the Steam version and vice versa.
You'll have to take it back and get a refund then buy the expansion again through Steam or try your luck at trading it for a compatible Steam copy.
The FIRST version you register is the version your account is locked to, as such you wouldn't have been able to use heavensward version if you bought it from steam even though you bought the game through steam.
This is why the retail HW worked with your copy of FF14.
If you search around on the forums you'll usually find plenty of people willing to trade those codes for steam keys.
