Of course you can never get rid of them, but SE bans thousands of these accounts every week so you rarely see them. Last time I saw RMT bots was last year in Eureka, which there was only 2 and they got banned pretty quickly.

That probably doesn't count. RMT means Real Money Trading right? You didn't trade for real money technically.
In the end they don't want people turning the game into a gameplay-affecting business but I doubt they'll care much about what friends do between each other.
Square Enix cannot, and at times, do not wish to invest the time and money required to lessen it. Some might say they are unable to do, as well.
If you go into Limsa, you're probably going to see (if you afk cam) a few Lalafell or Hyur clipped under the ground spamming their goldbuying sites, and unfortunately because people participate in that (despite gil having comparatively little value in FFXIV compared to other MMOs) they will always return, because they make $$$.
However they do not DM you in my experience, and certainly they don't literally send your character ingame mail which is what drove me away from SWTOR. They're "harmless," unless you're especially sensitive to that sort of thing - in which case, consider that every MMO has a goldbot community and FFXIV is one of the games least impacted by theirs.
Don't report people. Seriously. They literally have zero effect on you. Just mind your own business and let other people enjoy their game experience.
They... they do though? It messes up the economy and everything ends up costing a lot on the market board. Its not a victimless crime, which is one of the reasons its not allowed in the first place.
