Buying the newest expansion gives you all the previous ones. (Once it releases)
And it’s not like season passes, you can play the whole story from start to finish anytime
Ofc you still have access to old content cuz expansion expands story,world and amount of content on top of already existing content.
Each expansions grant you access to new zones, dungeons,trials, potential new activities, jobs and next part of main story.
Each MMO expansion release also comes with a big update changing things like job skills and somtimes adds content to old expansion or/and current one. In case of FF XIV patches after relase of the expansion add new parts of the story, additional content - dungeons, trials.
I think "season for a show" is somewhat accurate as to how expansions in MMO work. You can still rewatch previous seasons but new season expands the story, characters etc.
As for purchasing right know/soon buying Dawntrail should grant you access to Shadowbringers, Endwalker and Dawntrail.

I think it was done for the sake of clarity cuz buying multiple prior expansions could've been daunting for new player + both annyoing and impractical cuz "skipping" an expansion would result in skipping imporant part of the game - main story and no one would be happy about the need of buying previous expansion to get ability to buy access to the newest content.
Sidenote: buying an expansion doesn't grant you any additonal days to your subscription. You have to buy a sub separately.
