Actually, yes they were! It's one thing to claim a mount is unique and special if it were like the Ultimate Weapons, and we have those kind of exclusive mounts in game, but even then it's content available to all who want to put in the work and time for it. But why should a glamour or mount be exclusive just because you happened to be playing during the time an event occurred, and as such no one else should ever have that chance again? Especially when no event reward is any effort to achieve, besides being willing to teleport to 4 places and do a mini game.
You know, I hear this often and honestly I can't understand why it is. The relic quests, outside of special content zones like Eureka & Bozjan, were "run fates in X zone" or "complete dungeons at X level content" all to farm for a special item drop that may or may not be pure RNG as well. Then you rinse and repeat. Endwalker did a very similar process except expanded your options and freedom for how you wanted to get your special item drops, in this case tomestones. Instead of being limited to earning your special currency by running only level 60 dungeons, or the crystal tower, or fates in ARR and similar like in the past, you could play ANY content that awarded you tomestones. This means the entire game roulette system stays relevant.
So why is this approach considered half-assed and worse? Did you want to be told you have to run only the NieR raids 50 times for each individual weapon stage? Did you want to be forced into grinding more pointless fates on the First or Endwalker zones for a chance at a crystal? Did you want to go buy Rowena's extra special unique item that required its own special currency on top of it with an RNG drop?
To me like the Endwalker method was the best way to keep content relevant throughout the process.
Most events do rerun. Certain limited events don't come back because of contract reasons from crossovers.
Hell, to get poetics for your anima relic you can run BLU carnival or Eureka.

Wait at least a week or two then do the event. Sure it'll be slower, much slower but at least there won't be 4 BLU mages killing everything and you get diddly squat.
edit: Well I don't know about Persona 1 or 2 but I think they're university students.
