My friend and I did try that but you cannot gift games not available in the recipient's region.
Tried using a VPN to switch regions but the payment method must match the region when you're in checkout and I love my friends but asking for their credit card or paypal credentials is some shady thing to do to your buddy.
So I'm just going to start over on a Windows version since you can still pay with a different region credit card on the Square Enix store on the NA Mogstation.
It's really confusing.
and if you have a PS5, you can just add that version to your service account and continue playing from there
or...... a MAC.

I've also tried to gift a friend the base game of FFXIV, who lives in EU, and even that can't be done due to region differences (it thinks I'm gifting him the NA version when he should be getting the EU version). He did end up getting the game, of course. The same most likely applies to expansions.
You cannot use steam wallet either. You cannot add currency not native to your region and the only way to change steam region is to make a valid purchase in a different region.
It didn't. Steam doesn't change your store region UNTIL you purchase something from the region and you can't buy something unless you have a valid payment method of THAT region.
Paypal does not circumvent this
You cannot gift products if the recipient's region does not offer that product
