You can use Duty Support to avoid queues, though obviously it wont be as fast as normal player groups, but no waiting.
You could always setup a Party Finder to recruit other players wanting to level up around your level too.

Otherwise it's pretty much Duty Roulette. Some of the beast tribes give good XP, ARR's do not.
Challenge Log is also helpful; do FATEs for it while you're waiting for roulette to pop, the chunk of change for completing 5 and then 10 weekly is pretty good, but it's a weekly so you can't get everything you need from it.
Wonderous Tales when you get that far.
Both the challenge log and wonderous tales are good for getting extra gobble *while you're getting the XP from other sources* -- not doing them in between spaces is leaving money on the table.
Really tho for DPS, just grind level appropriate FATEs while you're waiting for queues. The ROI isn't great, but you'll get seals and it keeps you busy for the pop (better than doing nothing and staring at a wall). If you're on Dynamis, DC travel somewhere else when queues get above 10 mins or so.
Deep dungeons are also good alternate XP sorce.
