Buy the Complete Edition.
Don't attempt to buy the Starter Edition again, as you found out before paying, you can't get the CD key from it more than once.
The Complete Edition is the ONLY way to obtain a second Starter Edition CD key on Steam.
If you decide to buy the Complete Edition on Steam, make sure you select "Use an Existing Account" during setup, then carefully enter in the ID and password of the SE account that has your PS4 edition (if you want to use that account with its characters etc).
You will be asked to Link your PS4's SE account to your Steam, once done, it will be permanent, as you've had an Unlink before.
By the way, the same as the Starter Edition, you can ONLY buy the Complete Edition once as well.
Are you absolutely Sure? If i put the complete edition in cart, they say "If purchasing for yourself, you will not receive an extra copy of: Final Fantasy XIV Online" 🤔
What keys are listed in the window, Starter Edition must be, what else, does it say "Complete Edition".
I can vouch for it working, if you don't already have the CD key for Complete Edition, as I did this exact method after SE support told me to. I had messed up my Original Steam Starter Edition just like you, had the SE account Unlinked, then was told to purchase the Complete Edition, and register the CD key on a different SE account, so I made a new SE account, added the key, and it works just fine.
So now I have an unusable old SE account with my OG Steam key on it which I can't use now, and my new SE account with my Complete Edition setup, working great, added Dawntrail to it as well.
If I remember correctly, I had the same message, but it gave me a "Complete Edition" CD key, which by default includes the Starter Edition and all DLC to that point in time. So you should be fine. What it means is you wont get the base game again as you already have it, but you will get a Full complete edition key to use, just note, you won't be able to use the CD key on your PS4's SE account if you already have a Windows PC key registered to it.
