I heard the same thing too, but I finished stormblood and the story never got better.
Same as AAR, the story is overrated and dragged out in a tedious manner all hinged together with you mostly playing errand boy doing menial tasks for people to push the story along. If you're expecting that to change, you'll be disappointed.
Overlooking the MSQ, plenty of stuff does improve. Cooler areas to explore, and better dungeons/trials/raids. And of course you get additional skills for your classes that enhance the game play by a lot.
there is quite a lot in the 2.0 quests,the base game ends when you get 2 dungeons and a trial straight in a roll, then you have the 2.1 thru 2.5 quests, which shouldn't take long.
you're somewhat far from Heavensward(3.0 to 3.5, and when you hit it the game DO ramp up a lot in terms of quality.
you should be nearing the end of ARR.
But there's still quite a bit.
