If you play from any region not officially recognized by SE, yes.
Which is why those places usually don't/can't buy the game from steam and have the windows edition instead.
Steam brazil shouldn't even have the game to buy.

The Americas is the correct region for your SE account.
But even so, on Steam, it'll charge you in Brazil currency and at a different, and if I read correctly, lower than US dollar amount.
You may need to select on the MogStation, "Auto-Renew" to gain access to the Brazil currency and discount (I read it was changed for Russia and Brazil).
Correct, but in my SE account information it says that I'm from the United States, and when I try to pay by steam payment it opens a screen to “confirm” my location asking for address, ZIP code, etc, so that I can continue with the payment. I created another account to test this and always before paying you have to confirm the address with the street, state, etc. to then proceed with the payment. I don't mind putting in any US address (even if I don't live there), but my fear is that I'll be charged in the local currency. I don't think I will be, since if the payment is made through steam and I bought the game there, it will direct me to my local store. I was wondering if it's a problem if I lie about the address I put in?
You shouldn't be asked to confirm anything but the payment it self.
I know from experience that having the NA version from SE (not steam) and using the MogStation to pay directly for the subscription, I only once had to input an address, I just used California as the state, put in my real city, and then put 90210 for the zip code, it worked fine, their payment processor doesn't check to match addresses and card regions.
Which Steam Payment option are you trying to use, Auto-Renew or One Time Payment. as I mentioned above, both options have different end results, have you tried the other option out of the two?
I should mention, if you are talking about the address on the MogStation, just use a fake combo for the State and Zip like I did, California 90210, put as much of your real address in as you can, it doesn't matter on SE's site, it is not checked, but I would write what you put on the form down to remember, you may need that info later if you forget your login details.
I haven't gotten to the Auto-Renew or One Time Payment part yet, it can confirm the address before that, just like you did, Zip and state, and then go on to the Auto-Renew or One Time Payment option. My problem was that if I lied about my US address, I might have a problem making my payment on steam. As I mentioned before, I live in Brazil, and on the site my country is the United States, so I thought that if I lied even more about the location of my address, there could be a problem, but the main thing is if I change the currency in which I pay the monthly fee for the game (instead of BRL, it's US$).
And I pay sub with a card from SEA. So you should be fine
The problem isn't paying with my local card, because I have an international card, it's the currency conversion.
Example: The US monthly fee is 12 dollars and converting it to the Brazilian real (Brazilian currency) is more or less 61 reais.
So if I pay the monthly fee and have this conversion it will be very expensive, my friend who plays pays 28 reais (5.46 dollars) it's a very big difference and I can't afford these monthly costs.
