It will only be in the newest expansion that market gear really matters for getting higher stats.
As for why people charge so much gil for it, I dunno. It's probably for the effort required. Maybe they get buyers that want the fashion.
At 50, they are located near the aetherytes of the 3 main cities (Ul' dah, Limsa, Gridania).
At 60, The NPC is located in the middle building in Idyllshire.
At 70, The NPC is located straight north of the Rhalgr's Reach aetheryte.
At 80, The NPC is located near the Aetheryte of Eulmore.

At level 90, assuming getting the highest ilvl gear matters to you, you'll want a combination of the latest tomestone gear and savage gear. Minmaxing gear doesn't really matter unless you are looking to get competitive on fflogs or you want to clear Ultimate fights.
Also, the current relic weapon, which is tied to the hildibrand sidequest, is the current best weapon in the game and it is really easy to get.
Never ever buy gear off the market board. People tend to sell gear at a super high mark-up. If you need gear, just buy poetics gear and run your daily dungeon/raid roulettes for more poetics. Eureka also gives a decent amount of poetics as well if you want to step foot in there.
Note though that color of gear isn't necessarily an indicator of if gear is good or not, though level 70 onward higher end crafted gear is marked green.
If you're looking for gear then it's usually best to look at the best things you can get for your tomes, or whatever highest item level you can find since item level is the main indicator of 'good'.
Note that crafted gear (which is most of the non-glamour gear you can find on the market board) is available in normal and high guality- don't buy normal quality versions of these items.
