they've made attempts, because some things are better but some things aren't going great, obviously. Phionix and other fights aren't fixed, people who can't see the AoEs will need to use mods to differentiate them.
Yeah I said every mod is against TOS in theory, but the game has no way to detect any of them, so if there is no way for other people to see you use any, then technically you shouldn't get in trouble.

Yet they allow 'seemingly' harmless 3P apps that alter appearance. Yet it seems anyone could make a malicious 'appearance mod' and totally f'up the game. Additionally - there is also the PVP APP cheaters whom basically make PVP a bigger headache than it has to be.
Hard to say. Until Yoshi-P actually puts his foot down and has a server farm dedicated to parsing the 3P mod BS and banning them for 'actual' cheating, my opinion remains to be seen.
There's literally over 20,000 people using mods. Hundreds of them openly. No one cares
both types of modding are forbidden, but you putt cheat mods and simple outfit modding onto the same level which is wrong.
for example:
someone which ONLY mods their outfits is not automaticly a cheater. they only want to look better for themselfs and it affects noone else and it doesnt gives an adventage over peoples. is it allowed? no, but that person doesnt cheats.
the amount of peoples which actually cheat are a minority. the sad thing is that if one of those getting cought is the drama bigger and overtunes everything else. for example: if someone gets banned which only modded an outfit would the community probably defend that person and be like ... come on, they only modded some cloth/armor outfits ingame.
i mean its already known that SE punishes peoples with plugins/mods which give an adventage way harder then someone which only modded some armor and pants to look better.

That wasn't because of cosmetics. Unsurprisingly IGN doesn't know what the ♥♥♥♥ they are talking about and just described it as "visual" mods. Melo was streaming with ACT on and didn't even have the courtesy to abbreviate player names. I wasn't watching when it happened, but wouldn't be surprised if some ♥♥♥♥ talking happened and someone decided to report Melo over it. Otherwise Twitch wouldn't have gotten involved. Twitch isn't going to ban you because you violated rules in regards to the game you are playing. Twitch would have banned Melo for being an ass and harassing people.
You'd have to have a pretty vindictive person in your stream to report you to SE if all you were using were cosmetic mods in the vain of UI mods or something. And certainly Twitch wouldn't ban you for that.
I don't imagine any sane person is streaming with them on. At least not on the likes of places like Twitch. Just cause you aren't likely to get reported if all you are using are cosmetic mods on doesn't mean someone should be an idiot and stream with them anyway.
I'm just saying I know that Melo was using ACT, and while I don't know if he was at the time of his ban, he also was well known for using ACT plug-ins as a raider, too. It wasn't because of cosmetics that he was banned.
